The symposium will explore what additional steps can be taken to address the shortfall between currently planned passenger vehicle GHG emission reduction programs and the GHG emission requirements in California's Global Warming Solutions Act of 2006 (AB 32).

4th Annual Environmental Justice Symposium at UC Berkeley's School of Law, Boalt Hall
The environmental justice movement is at a turning point. Instead of focusing solely on ways to protect underprivileged communities from environmental harms, today's environmental justice leaders are finding positive, proactive ways to create opportunities to empower communities within the growing green economy and a reinvigorated environmental movement. The UC Berkeley School of Law's Environmental Law Society (ELS) seeks to create a symposium that addresses the nexus between environmental, economic and social justice. Elected officials, city and county managers, planning, public works and park agency directors; and flood control and water agency directors are invited to attend an interactive conference to learn the direct consequences of climate change driven sea level rise in the Bay Area-a region of great ecological and social diversity and economic importance.
Attendees will learn how to assess their community's vulnerability to the effects of sea level rise including the potential costs of protecting against an increase in sea level. Adaptation strategies for protecting property in threatened areas will be explored.
Participants will hear from local governments who are confronting the challenges of sea level rise and the strategies they are pursuing, and hear how they can partner with other agencies and organizations to reduce sea level rise rates by cutting greenhouse gas emissions.

April 16, 2008 - Western Climate Initiative Dialogue Group Conference Call
At the Dialogue Group meeting on March 3rd it was proposed, and the Group agreed, that a monthly conference call would be a useful way to update everyone on the activities of the Western Climate Initiative (WCI). Accordingly, we have scheduled a call for April 16th from 10 to 11:30 a.m. PDT.
There will be two presentations made during the call with opportunity for questions after each. The first will be an overview of the activities of the WCI since the last meeting, and the second will be an update on Forestry issues as they relate to the WCI.
This conference call will be open to the public and will be moderated by an operator. We encourage your participation and look forward to your input as we move forward on these issues of regional interest and concern.

The goods movement sector includes the vehicles and equipment that transport cargo throughout California. The purpose of this workshop is to provide an overview of ARB activity on this sector, and to discuss concepts to achieve the maximum reduction in GHG emissions through strategies that are technically feasible and cost-effective. The concepts discussed at this workshop may be developed into measures that will be included in the AB 32 Scoping Plan, and may ultimately help meet the State's goal of reducing GHG emissions to 1990 levels by 2020, as required by the California Global Warming Solutions Act of 2006 (AB 32).

Sacramento, CaliforniaOn October 25, 2007, the Air Resources Board (ARB) approved an emission reduction strategy to reduce venting and leaks from oil and gas systems as an early action measure. This designation means that the regulation is scheduled to be adopted by the ARB and become enforceable by January 1, 2012. Additional measures for this sector are being evaluated for the overall AB 32 Scoping Plan that the ARB must adopt by January 1, 2009.
The purpose of this initial workshop is to provide an overview of ARB activity to date and to discuss concepts to achieve the maximum reduction in GHG emissions that is technically feasible and cost-effective.

Sacramento, California 95814The Energy Commission's Public Interest Energy Research (PIER) Program has been sponsoring scientific research on the effects of climate change on energy consumption and production in California for several years. The purpose of this meeting is to describe new research activities and present preliminary results of PIER-funded studies conducted by researchers from U.C. Davis, U.C. Berkeley, U.C San Diego, and Lawrence Berkeley National Laboratory on this topic. Gary Freeman from Pacific Gas & Electric (PG&E) will also discuss the likely impacts of climate change for both hydro operations and generation production for the PG&E units. The topics will range from describing future climate change scenarios in California, to the potential effects of these scenarios to energy demand and hydropower supply.

Three introductory discussions of land use, transportation and local government measures under consideration for recommendation to the California Air Resources Board's (ARB) statewide plan to reduce greenhouse gas (GHG) emissions will be held on the above dates.
The California Global Warming Solutions Act of 2006 (AB 32) requires that ARB develop a Scoping Plan, which identifies strategies to achieve the 2020 GHG emissions target. These workshops will allow participants to hear presentations on AB 32, the Climate Action Team, the role of land use and transportation in climate change, the types of strategies that LUSCAT is considering submitting to the ARB's Scoping Plan process and ask questions of LUSCAT members.

Sacramento, CAThe first in an ongoing series of program design technical stakeholder meetings will be held from 1:00 p.m. to 5:00 p.m. on February 6, 2008 in the Sierra Hearing Room at the CalEPA building in Sacramento. This series of meetings is being held in order to provide interested stakeholders the opportunity to provide input concerning various elements of the program design that will become part of the AB 32 Scoping Plan.
AB 32, the Global Warming Solutions Act of 2006, requires the California Air Resources Board (CARB) to prepare a Scoping Plan for achieving the maximum technologically feasible and cost-effective reductions in greenhouse gas emissions by 2020. Development of the Scoping Plan will include an analysis of potential emission reductions across all sectors.
The February 6 meeting will provide a description of the set of policy scenarios that are being developed for the initial round of modeling using Energy 2020 and E-DRAM. CARB is developing these scenarios to describe a range of possible approaches to implementing AB 32, such as use of a carbon fee, use of a cap and trade program, or reliance on direct regulations on emission sources or industrial sectors. After input from stakeholders at this meeting, CARB will finalize a small set of policy scenarios to model in time for discussion at the planned April 4 Scoping Plan scenarios workshop.

The first in an ongoing series of Economic Analysis technical stakeholder meetings will be held from 9 a.m. to 12 p.m. on January 28, 2008, in the Coastal Hearing Room at the CalEPA building in Sacramento. The January 28th meeting will provide a broad overview of the economic modeling efforts being undertaken at the Air Resources Board and the Public Utilities Commission to support the Scoping Plan, allow opportunity for questions and comments on these efforts, and lay out the schedule for future meetings on this topic.

Future economic analysis technical stakeholder meetings have been tentatively scheduled for February 29 and March 17. More information about those meetings will be made available at the website above as the details are finalized.

The strong historical link between carbon emissions and economic activity highlights the dual economic and ecological nature of the looming challenge. Our challenge is cutting emissions while powering a global economic engine likely to grow more than 10-fold in the 21st century. Many low-emitting technologies are available today, but moving them from the laboratory scale to global energy system is the grand challenge of our era.
Prof. Chris Field is the founding director of the Carnegie Institution's Department of Global Ecology and Director of Jasper Ridge Biological Preserve. He was the coordinating lead author on the 2007 IPCC chapter on impacts of climate change on North America. A member of the US National Academy of Sciences, Field has appeared recently on BBC's "The World Today," CBC's "Quirks and Quarks," and NPR's "Science Friday."

January 16, 2008 - Public Workshop on the Greenhouse Gas (GHG) Scoping Plan
This workshop will discuss the process that Air Resources Board (ARB) will use in evaluating policy mechanisms for achieving the GHG emission reductions called for in the California Global Warming Solutions Act of 2006, also known as Assembly Bill 32 (AB 32).
The mechanisms under consideration include direct emission reduction measures, alternative compliance mechanisms, market-based compliance mechanisms, potential monetary and non-monetary incentives, and voluntary reductions for various sources and categories of sources.
The ARB is seeking input into the range of mechanisms being considered for inclusion as part of the overall AB 32 program, and the process ARB will use in evaluating the options for inclusion in the Plan.
The workshop is open to all interested parties. It will be held at the Metropolitan Transportation Commission (MTC) in Oakland and will also be webcast.
